About quebec chapter
The Collectif quebecois (Quebec Chapter) is a provincial chapter of the Coalition for Healthy School Food.It was created in 2019 by a group of non-profit organizations mobilized around school food in Quebec.
Our mission:
The Quebec Chapter brings together more than 130 not-for-profit organizations, active in most regions, to foster dialogue, share resources, and collectively advocate for investment by the federal, provincial, and local governments of Quebec in a universal, cost-shared healthy school food program that meets the diverse needs of Quebec communities.
Our vision:
Rooted in the Coalition's 8 guiding principles, our vision is for all public schools to offer healthy and sustainable meals and snacks at affordable prices, along with quality food education, to all children throughout their academic journey—from preschool to the end of high school- Quebec’s public schools.

Situation in Quebec
In Quebec, access to school food programs is marked by significant disparities. Most initiatives are led by community organizations, often in underserved areas, and rely heavily on the involvement of school staff, parents, volunteers, and the wider community. This patchwork approach leads to inconsistent access for students, unstable services, and a heavy reliance on short-term funding, often linked to a school’s or neighbourhood’s deprivation index. When that index decreases, programs and schools can lose their funding—at the expense of the children who were benefiting from them.
This situation is all the more concerning given that one in five children in Quebec lives in a household experiencing food insecurity, with a growing number of families relying on emergency food aid. Beyond this issue, the quality of children’s diets is also worrying. Only 25 % of students consume five or more servings of fruits and vegetables per day—a proportion that has been declining compared to previous years—while sugar and sodium intake frequently exceeds nutritional recommendations, jeopardizing young people’s long-term health and increasing the risk of chronic diseases.
A universal school food program would help reverse these trends, harmonize current initiatives, and simplify their implementation in schools to ensure equitable access to nutritious meals and food education for all students in Quebec.

Members and endorsers of the Quebec Chapter —representing a wide range of sectors and regions throughout Quebec—actively contribute to the strength of the network! They receive regular updates on school food and are invited to take part in annual meetings. Members can also share their views, join thematic committees, and help shape the collective’s strategic direction. Chantier PASUQ
Chantier PASUQ is a project that aims to establish a universal school food program in Quebec to offer equal opportunities for success to all young people, regardless of their socio-economic situation.
Initiated by the Club des petits déjeuners and members of the Quebec Chapter of the Coalition for Healthy School Food, the project focuses on documenting and evaluating best practices in school nutrition in Quebec, with the aim of formulating and submitting concerted recommendations to the various levels of government to ensure implementation of this program.
bien Manger à l'école CAMPAIGN
The “Bien Manger à l'École” campaign, initiated by Chantier PASUQ partners and supported by Équiterre, aims to establish a universal school food program in Quebec, ensuring that all children have access to healthy, affordable and sustainable meals during their school day.
Through this citizen support campaign, the aim is to obtain the government's commitment to implement this program in all public schools in Quebec.

QUEBEC Great big crunch
In 2025, the Quebec Chapter will launch the first Quebec’s Great Big Crunch, inviting everyone who wants to crunch and make noise in support of healthy school food - including schools, students, teachers, parents, organizations, and all Quebec partners!
